Reference: wiki linkPersonality: When we first meet Leo in the story, he calls himself a useless person whose only merit is being normal. From the very start, Leo has always been very hard on himself for being powerless and cowardly in important situations. The event where his sister traded her eyesight for Leo to gain his power left a huge mark on him, because he had been too scared to speak up. He thinks of himself as a useless coward because of that, and rushed off to Hellsalem's Lot to see if he could fix their situation since he feels he is to blame for it.
Meeting Klaus von Reinherz, the leader of Libra, was a huge impact on him. In the first episode after Leo told his story to Klaus, Klaus told him that he was not a coward for the mere fact that he'd been standing there now. He took these words to heart so much that he repeated them to another person who had lost their way, and tells his sister in a letter that now that he's met Libra, he feels like he's a little more important to the world. After the incident with Dr. Gamimotz, he knows more about the eyes of the gods and just how they fit into the world and is less confused, though still broken-spirited about how it seems impossible to get back his sister's eyesight. Still, all throughout the events of the second season, seeing Klaus never give up even in what would appear to be an impossible situation has given him the inspiration to try and do the same. Having his sister meet Libra, as well as them showing up for him in his greatest hour of need strengthened the bond between him and his friends, and he has a harder time admitting he doesn't matter.
Despite being scared in situations, Leo is never one to back down. His sister described him as a tortoise knight to Klaus once. A tortoise's shell is designed so it can never go backwards, alluding to the fact that even if Leo is in a scary situation, he will never back down even once. He shows it several times in the anime that despite getting captured by people far stronger than him several times, he's always looking for a way to get out. He even berates himself for wanting to wait for Libra when he's kidnapped by a truck only he can see the true form of. Because of this, he doesn't like relying on his friends and is often reluctant to tell them he is in danger because he doesn't want to be a burden. Leo likes being able to take care of his problems by himself so he can become stronger. His association with Libra, however has softened his take on that and he has expressed he is lucky and grateful to have friends around.
Leo is also a genuinely nice person for the most part, at least to those who haven't done anything wrong. He worries about a small mushroom boy who got hit by a car, even running out into the street to ask if he was alright. He gains resolve in helping Libra because a waitress at his favorite haunt got injured, going along with his hidden courage, and is constantly sending money back to his sister so she can live comfortably. Leo is willing to work hard and honestly for anything, having a part time job besides his one at Libra, and seems to be happy when he can assist his friends, despite being normal. He even risks his eyes integrity at one time to look at some elder blood breeds to help out Libra. He's got typical morals and standards, and even dislikes killing or permanently hurting people, which one of the villains describes as 'so normal'. It goes to the point where he can't even strike back at someone who had beat him up and stolen from him because he suggested that his weapon might have a chance of killing him. That hesitation led him to getting injured even more.
Despite this, Leo is not a pushover. Immediately after he helps out the mushroom boy, he shoots back that you cant just ask someone who saves you for a bite of their burger. He also has much annoyance for his normally-assigned partner, Zapp, who DOES have questionable morals. Zapp often annoys him or tries to trick him into doing things, like following him around for the entire day stealing pizza and Leo told him to get lost the entire time, though he did not have the power to physically remove the man. He's always ready to have a sarcastic reply to some of the wierder things that go on in Libra, commenting on why were the people he was associating with so wierd??
He's a pretty pragmatic person otherwise, being thrifty about money because he has very little. Leo can occasionally let his emotions get the better of him and get dramatic about things like not being able to find food or the fact he was only given 40 seconds to get out of his apartment, but for the most part he has a hold of himself when it really matters. Often with Zapp, he's the more logical of the two and can see when someone is pulling a fast one on him (unlike Klaus himself), though he is rather ignorant of a lot of things to do with the Beyond or the more magical aspects of Hellsalem's Lot.
Appearance: His appearance usually looks like this. Leo is dressed like that unless he is at his pizza delivery job, and holds his eyes closed or squinting unless he is activating his Eyes of the Gods, as seen below. Sometimes he will also wear the goggles that are held around his neck.

Abilities: Leo's main and only special ability is his Eyes of the Gods, given to him by a giant creature for the purpose of 'observing Hellsalem's Lot.' They can see everything, and that means literally everything. These eyes can see through illusions of the highest strength, and perceive the true form of people and things. He can also see things outside of a human's normal range of vision, such as a monkey moving at the speed of sound. Leo has also shown his eyes can function like a microscope, zooming in to be able to spot things as small as fleas, and the reverse is probably also true. His eyes are also able to look at things that technically aren't on the same plane of existence, but still can be perceived.
Leo most often can read the aura of each unique individual and be able to use that to find them again, and can use his perceiving of true natures to see the true names of Elder Blood Breeds. He's also shown in the anime to be able to induce hallucinations in people as well.
Another notable ability is that he can look through another person's eyes and see what they saw, as well as hack into someone else's eyes and guide them. He was able to look through one person's eye and find where the other one was, since it had been separated from his body.
He can also hijack the vision of mechanical objects, like vehicles.
Vision shuffle is when he can shuffle the vision of several people together, causing massive disorientation.
Vision Transmission is when he transmits what he sees to other people. The most notable examples are when Leo cuts off the sight of other people by covering his own, and showing Klaus a security system only he was able to see, otherwise he doesn't really have any 'named' abilities like everyone else in the canon.
The drawback to these eyes is that they will start overheating after a little while of using them continuously, and if they become damaged too much, they could explode. It takes time for them to heal and during that time he isn't able to see as well, like through a distorted camera lens. Leo is also an ordinary human, so even if he is able to track movements and objects that humans normally cannot, he can only respond with his own body's limitations.
Suitability: You think this is the first time he's gotten stuck in a strange city with strange powers and no idea how exactly to handle it other than winging it and hope for the best? You ain't got nothing on Hellsalem's Lot. (No, but really, Leo is very adaptable to his surroundings and has developed a lot of different ways to stay alive in a dangerous and magical place. He's also quite friendly and good at making friends, despite his nervousness. His smarts and self-sufficiency go a long way.)
